The SBA's pandemic response was unprecedented in scale. Across its rounds, the agency backed more than 11.3 million PPP loans totaling over $785 billion, on top of a COVID-19 EIDL program that reached millions more borrowers. None of that money moved without people — large teams to process applications, review eligibility and documentation, manage risk and fraud controls, and later carry the programs through forgiveness, servicing, and oversight. The prime contractor at the center of much of that work, Highlight Technologies, had supported the SBA since 2017 and was tasked with full-lifecycle loan-processing surge support to the Office of Capital Access. To meet the SBA's demand, the prime needed to stand up a large, compliance-qualified workforce across the country in a matter of weeks, then sustain it for years as the programs evolved.

The engagement continued as the work transitioned to RP Professional Services, Highlight's joint-venture protégé, under a new multi-year SBA blanket purchase agreement — and five years after the first scramble of 2020, District Partners consultants are still on the engagement. A relationship that began as crisis-response surge staffing has outlasted the crisis that created it.
